BIRT defaulting reports to html on TIP

I've set my reports to open as an XLS file. This works fine on my local machine but does not work when I upload the reports to TCR on Tivoli Integrated Portal. It sets _TCR_format=html. When I set it XLS manually in the url it works fine.
Is there a way to force the url to be an xls format?
Any suggestions?
