Is it possible to develop reports using Windows version of Actuate BIRT Report Designer and publish them to Linux version of Actuate iServer Express and viewing them with Linux version of Actuate Interactive Viewer?

This one is also bit URGENT. Please respond at the earliest possible.

Yes, this is the way you would have to do it since there is no Linux supported version of the designer at this time. As I said in your other thread, you can put in an enhancement request for the designers to be supported in Linux <a class='bbc_url' href='http://ted.birt-exchange.org/'>here</a>, if you'd like.

(1) If we install and configure an iServer on Linux, will it be available to Actuate BIRT Report Designer (which is on Windows) for publishing the reports?

(2) Will the reports developed with Actuate BIRT Report Designer (which is on Windows) be available to Management Console of iServer installed and configured on Linux?

(for #1) Yes, you can have your Actuate BIRT Designer on Windows connect to your Actuate iServer (or Express) on Linux... 
...and (for #2) Yes, you can also upload reports from a Windows browser into your Management Console deployed on Linux.
