workflow locking and unlocking

I have a workflow which generate a HTML from a DCR. Then HTML is attached to the workflow but not the DCR. When workflow starts, it locks the HTML file. However, the DCR is locked by templating. The problem is that when another person tries to submit the same DCR (locked) to another workflow, Teamsite allows it. However, when it's trying to generate the HTML from the second workflow, it failed because the DCR is locked. I need to prevent the second user to kick off another workflow from the same DCR. Any suggestions?

When the workflow is started run a check to see if the files that are added are locked by the current user. If they are not either don't add them to the workflow or report an error and terminate the workflow.

I modifed the default_submit.wft to do something similar.
