Image background with integrated footer

hello,
I'm new in Birt and have a question yet. I want to define a background image for my report. This background image has a header part and the footer part. The place in between is white. There in the white part I want to place my report table. But if I do "View Report" as PDF (or HTML is the same), I see only the header of background image and the table, but not the footer. In development view "Layout" I see both parts header and footer.
What is there wrong?

Where are you placing your images?
You might try creating a grid with 1 column and 3 rows. Put the top image in the 1st row, your table in the 2nd row, and then your bottom image in the 3rd row.

I have only one image. It's like scanned letter paper and I defined as background image in 'Master Page' part of rptdesing-file. I see it in 'Layout' and 'Master Page' too but in the PDF-Viewer only the head part of the image is available, the footer disappears.
I'm looking for the way to use the scan at one piece and not part them in header image and footer image. Is there one such way?
