BIRT chart title internationalization issue

Hello,
I have an issue regarding internationalization of the title of charts in my project:

I have created property files general_library.properties and general_library_de_DE.properties and assigned the general_library to a report. In report designer preview, the german translation is visible as for all charts as expected. However, in BIRT web viewer SOME titles are translated, some are not. Has anybody seen a behaviour like that?

EDIT: I use BIRT 2.3.2.
