utf-8 csv file data source/set ,hebrew labels seen as squares in birt viewer

trying to present a simple bar /tube chart report with data from csv file containing hebrew utf-8 (also will need to present same report with chiness data) .
In the eclipse designer i see when assigning data to chart using the editor that the x Axis series lables are prsented well in hebrew meaning the file was read well.
but when doing preview or when accessing the birt viewer for real (on tomcat) i see the chart but the labels are shown as squres.

any ideas.

I am attaching a simple chart report and a csv file in utf-8 hebrew<br />
when charting hebrew lables (x Axis series) is rendered as squares<br />
<br />
csv file is zipped due to upload suffix restrictions but is very small<br />
