Java API Release Incompatibility

I wrote a Java application using BIRT.
Program compilation with birt-runtime-2_5_0
Run with birt-runtime-2_5_1 produces an "InvocationTargetException" exception.
Is this the way it is?
My temporary solution is to ship compatible BIRT libraries instead of having users to download BIRT runtime. Any licencing problem?
