FrontOffice checkin / submit question

I've recently installed the current FrontOffice product on our development Solaris server and have a question / issue on its basic checkin functionality. Here it is:
When checking in a file via the FrontOffice Briefcase, the system always does a submit on the files from the Workarea into the STAGING area. This action makes a big assumption on how STAGING is used - because as soon as someone checks in, that would make the checked-in files available for 'get latest'. If the file hasn't been properly QA'd before this time, untested work can now get propogated to multiple workareas - which could be messy.
Can the FrontOffice checkin process be configured to not perform the submit portion of the checkin? Perhaps an alternate workflow could be triggered that would force some quality control of the contents being checked in.

FrontOffice is configured to invoke the workflows if you turn off the direct_submit option in config file (forgot the name but it's something like iwtfo.cfg in <iw-home>/conf directory.
