Mashboard in Internet Explorer 7

I have set up a user who has access to a number of "tabs" under our mashboard. When the user logs in under Internet Explorer 6, everything is displayed correctly (see attached document). If we log in under Internet Explorer 7, the 2nd row of tabs is not shown.

Has anyone had a similar experience and is there any setting that could be changed in IE7 to avoid this?
