BIRT runtime

I wish to work and run reports in BIRT. Can anyone tell me if BIRT runtime is open source or now, as I am aware that BIRT Designer is license free.
Can anyone who has worked on BIRT provide me how to go about designing one report and then generating the report using java based program.
