Meter chart

Hi all,
Please any one tell me how to integrate our out put to meter chart report arrow. I have created the report its working without any error but the arrow do not show the correct record.
I want to draw a chart between number of employee and associated dept.
My query give the result like
emp

>5
dept

>4

dept is attached as category

and emp is attached as meter value definition.
nut the arrow always shows as maximum in my report
I have changed the emp and dept also.
So, please tell me how arrow works in meter chart report
