Complex Query Question

Okay, I am completely new to BIRT but I have a fairly good grasp on Eclipse (I think), basically I have a XML database with test questions in it, the test questions are coded by area (for example, legal, IDS/IPS, policy). I'm trying to create a report that will pull alternating questions in groups of four (I'm making a trivial pursuit game for a class that I teach). So basically I would need a card that would have one legal question/answer, one IDS/IPS question/answer, one policy question/answer and so on...I can't figure out how to do this or even where to start. I want it to look something like this:
Legal What law is the foundation for computer crimes laws in the US?
IDS/IPS What is the main difference between IDS/IPS?
Policy What is a policy document?

So, your database is like:
Code | Question | Answer

Or are the different types of questions separated into different columns? Let me know.
