Show empty columns/rows - BIRT - RTC

We are using BIRT 2.3.2.2 for reporting data on Rational Team Concert. When using the crosstabs I have "Select the check box if empty rows and columns are to be shown at a cross tab level" which is greyed out. <br />
<br />
I would like to have the empty columns displayed in order to maintain consistency across the reports.<br />
