Export Data from custom BIRT report

I have created a crosstab report in BIRT and deployed it in Maximo. The report runs fine in both Maximo and the report designer.

When I try to export the data to a csv file, I only get the first and last rows from the table. When I view the report I see all rows from the table. I have tried the export in both Maximo and the BIRT Designer and the same problem occurs in both.

Why would the export function only return the first and last rows when the report itslef returns all rows?

Any ideas on where to start looking?
