Localizing the language of a report at runtime

Hi, 
 
I am trying to localize the language of a report during runtime. I have BIRT Runtime 2.5.1 deployed into Tomcat. Everything works perfectly when I pass the following URL to change the language to Japanese. 
 
<a class='bbc_url' href='http://localhost:8080/birt/frameset?__report=ReportName.rptdesign&__locale='>http://localhost:8080/birt/frameset?__report=ReportName.rptdesign&__locale=</a>ja_JP 
 
However, in my database I have the location stored as 'ja' rather than 'ja_JP'. Is there a way for BIRT to accept 'ja' rather than 'ja_JP' in the URL? 
 
Changing the value in the database will be a last resort as it may affect the application sitting on the database. 
 
Any help would be much appreciated.
