how to use LAYOUT screen

Background: We write BIRT reports for Maximo. So, the output size is always 8 1/2 x 11 - regular US paper. We have never been asked to write BIRT reports to any other format - till now.
Issue: When using Eclipse/BIRT, the LAYOUT tab is not WYSIWYG. Even if you change the MASTER PAGE, the LAYOUT seems to have a mind of it's own as far as width and height. For example, I just selected a table, I grabbed the bottom right corner size handle and dragged the box to be smaller. Yet, after I let go, the table box snaps back to the size it was.
What am I missing? How do you resize tables/columns when looking at the LAYOUT???

Hi burtondav,
This should be the case. Do you know what version of BIRT you're using? If you go to the property editor below the "layout" window, you should be able to put in manual values for the width of columns and tables if your layout is not working correctly when you try to "stretch" items by dragging them.

I'm using BIRT 232 in Eclipse.
If I make the Master Page be 2"x3" (iPhone screen size),
then the layout won't let me place a 3 column table within the master page screen size. The table always spreads outside the Master Page area.
This is true even if I make the Width in the Properties for each column the right size.
I have made a Master Page that's 6"x8" and used it to create an iPhone BIRT onDemand document that looks OK on the iPhone.
But I would prefer making the Master Page be the iPhone screen size.
What settings am I misusing?

In 2.3.2, I had to adjust the text size to fit into the smaller area in HTML. I also defined the width of the table and each individual column. In PDF, it worked as expected without doing the text size. In 2.5.2, it worked without changing the text size or column size, but it cut off header info that didn't fit in the specified area so that the columns would fit and wrapped the column data, so most likely you'd want to change the text size anyhow.
