java.lang.InternalError: Can't connect to X11 window server using '<<ipaddr>>:0.0'

We encountered an error while generating excel reports using the excel emitter that comes along with BIRT. The error message seems strange. I opened the source code of ExcelUtil in the org.eclipse.birt.report.engine.emitter.prototype.excel_2.5.1.v20090904.jar in plugins folder and found that the static initializer is trying to get the defaut awt toolkit which leads to this error. Any clues as to why does this occur in certain environments and not others?
Caused by: java.lang.InternalError: Can't connect to X11 window server using '172.19.74.151:0.0' as the value of the DISPLAY variable.
