Need to add static text row to table

I have a table in my report that sorts on a computed column named Priority that returns a number 1 - 10. So all the 1's are at the top and 10's at the bottom. The table will never return a 7 but I want a placeholder in the table for #7.

How can i get a single row of static text inserted into my table that resides after the last 6 but before the first 8?

I would not try to fix this with some kind of static row in a table, but rather create a new dataset with some kind of dummy sql in it like this (syntax depends on the database):

select 1 as priority from dual
union
select 2 as priority from dual
union
select 3 as priority from dual
union
...
select 10 as priority from dual

and then join this dataset together with the dataset you actually have now using an outer join

Can you go with that?
