Birt Viewer- expired reports remain in memory

We’ve recent installed Birt viewer 2.5.2 on a Linux server running Tomcat5 and have successful generated a few reports.
It seems we’re having a problem with expired reports not being cleaned from memory. As a result the Tomcat memory continually increases till ‘out-of-memory’.
The parameters in the ‘viewer.properties’ config file such as ‘viewer.session.timeout’ and ‘viewer.session.minimumthreshold’ seem to be a good option in allowing old reports to be cleaned out, but after several attempts of changing these settings, there is no change.
I am wondering if ‘viewer.properties’ is not being accessed by the birt viewer, each time I reboot Tomcat. In the birt-viewer ‘web.xml’ file the ‘viewer.properties’ param is define as below.
<!-- Defines the BIRT viewer configuration file -->
<context-param>
<param-name>BIRT_VIEWER_CONFIG_FILE</param-name>
<param-value>WEB-INF/viewer.properties</param-value>
</context-param>
Any thoughts on how to confirm if the ‘viewer.properties’ file is being used and if the settings work or is there another solution to cleaning out the old reports from memory.
