Spaces in URL Parameters

In the Property Binding for an XML data source I am building the URL for the XML Data Source File as follows:

params["dbUrl"] + "agtDereferenceXmlViewDataForDocumentCountReport?OpenAgent&viewName=" + params["leftDocumentView"] + "&beginDate=" + params["beginDate"] + "&endDate=" + params["endDate"] + "&staffOrganization=" + params["staffOrganization"] + "&isAdmin=" + params["isAdmin"]

If a value for the staffOrganization parameter contains a space (e.g., ABC Corporation) the following error is generated:

If I enter the same parameter where the space is replaced by %20 (e.g., ABC%20Corporation), the report will run correctly.

Is there a BIRT function that can be invoked to encode the parameter before it is added to the URL? Or is there a BIRT function that could be used to encode the entire URL in the beforeOpen of the XML data source?
