Cannot change border color

I am using BIRT 2.5.2 with jboss dev studio 3.0.
I have a table cell whose border I would like to change to a thin silver line. When I change the cell properties in the designer to thin(width) and silver (color) the change does not stick when I go to preview the table. The border appears alright, but it is a heavy black line. And when I go back to review the properties they have reverted back to the original.
I am brand new to BIRT so perhaps there is something really straightforward I am missing. I don't see any Apply button or anything like that.

Hi TDR,
Can you create a report with the sample database that does what you're saying? I'll run it on my machine to see if I see the same.

Thanks for the replies guys. I will do as you suggest Michael, but first I will give the exact steps I'm following in my report. I just experienced the same problem as before.
I clicked on the table header tab to highlight the header. In the table properties window I select Border and set my border to 1px/double-line/silver and click on the bottom border selector. Click Save. Select View Report in Web Viewer as I found that preview seems to more accurately reflect the properties I've selected than just selecting the Preview tab in the editor.
I do not see the border I just defined in the viewer.
I unselect the table and reselect the row to "refresh" the row property window. The properties I selected are back to defaults.
I was very impressed with BIRT and able to create the table I wanted with sub-tables and everything in about 3 hours, but this Designer is making me nuts!
Now I will go see if I can duplicate the behavior in a report based on the sample database.

OK, I am now trying to format the report I created when I went throught he tutorial.
First observation, when I select the header row and make changes in the row properties editor, the Save icon remains grayed out as if it doesn't recognize I've made any changes. I've noticed this behavior in the last couple of days and it seems to be inconsistent. Is there a method to that madness? When you need to apply Save and when not? It seems you should need to apply it whenever you make changes, right? Oh, I see, when I select the bottom border, meaning the line is VISIBLE then the Save button recognizes a change. That sort of makes sense. You can make a change, but not save it unless it's a visible change.
OK, moving on. I made the bottom border of my report header a thin green double-line. The bottom border does NOT show up in the Web Viewer. Nor when I click the Preview tab. When I "re"view the properties for the header row, they have reverted to their original properties.
This is a pain. Has nobody ever had this problem before? It seems unlikely and yet, I can't see what I might be doing wrong...

I believe this is a bug that has already been reported. To work around it select the individual cells in the row using the outline view and set the bottom border on them.
