403: Forbidden -- Unable to access local host

I am new to BIRT Pro and since installation I have not been able to use the preview tab. I receive a 403: Forbidden You are not authorized to view this page.

I am not the most familiar with Windows permissions, but I believe I have it all set up to allow my my own access to localhost. Any guidance or tips to check/resolve this issue is appreciated.
