How to read simple configuration file in BIRT

Let's say I have a configuration or properties file which I want to read both at design time and runtime. For those who worked with Actuate ErdPro it is the same concept of configuration_file.xml which you specify in Tools/Options/General. Is something like that possible to do in BIRT? Sounds like a simple thing to do but I can't quickly find a solution...

On a related topic, is that possible to specify/update classpath when starting BIRT Designer? I could put config file in classpath then...
