The only way is through JSAPI Actuate?

You could write your own server, but its going to require that you have a separate J2EE container to handle the BIRT requests.
It "might" be possible to use something like Excelsior Jet to compile BIRT to native code. Not sure how the end result would look (.net or COM compatible), but you should be able to write a simple API to serve BIRT reports, use JET to compile as a native app or library, and call that from .Net. But thats just an idea, I haven't tested it, and your best route would be to write a small server and serve from Tomcat.
JSAPI is probably the quickest and easiest route for you though.
