Can a single datatype can contain multiple DCT's for example one for adding new content and one for editing existing content?

No - a data-type is defined by the datacapture.cfg which is the DCT - and you use the same DCT for adding new content as you do for editing existing content.

However, if you want to play around with FormAPI (TeamSite / TeamSite Templating 5.5.2 and above) - you could probably verify whether certain information already exists and expose different fields based on whether this is an attempt to edit an existing DCR or create a new one.
