Split one row result into several rows and/or columns

I'm working on a BIRT report with a data set obtained through SOAP request. My problem is that result request is a CSV String which is returned in only one row with newline separators. Here is an example (first "row" in result string is header): 
 
# Time,Edge Volume in MB,Concurrent Streams\n"2010/07/26 09:30:00 AM",2548.0456875,671\n"2010/07/26 09:35:00 AM",2535.228225,667\n"2010/07/26 09:40:00 AM",2513.4680625,662\n....... 
 
Is want to know if it's possible to split this only one row into several rows and/or columns (using the Javascript expression builder or in another way).

I want to sum values of column "Concurrent Streams" grouped by interval times. For example:

Date Total Streams
09:30 50
09:35 66
09:40 56

..... and so on.

I would think you'd be able to bring this data in through a scripted dataSource/dataSet and break it up how you'd like, since you know how it's formatted.

You can add concatenate aggregation and add comma as separator.
Or Do you retrieve data from sql? if yes you can write a query to retrieve the data in CSV format, and if you don't know how, i can help you to write this query.
