Percentage sizing of table columns

Back in March 2006, Mark Lorenz posted in his blog:
"Avoid specify dimensions in percentages (%)
Percentages for width or height does not work as you might expect. E.g. resizing a browser window will affect the artwork or chart that is sized by percentages. Use inches or some other metric."
Is this behavior still the case? If I have a BIRT report with a Master Page set as US Letter (8.5x11) Landscape, margins 0.25 inches around, and I set my table width as 100% and the column widths at some number of inches adding up to 13.5, can I expect the report to resize automatically and correctly in the browser?

It should be working. If you use % the Web Viewer will allow your layout to resize with the browser window. However, images and charts do not resize, they will be a static size.
