Cascading Parameter - Dynamic Default Value

I have a query that returns every fiscal week based on the data we have available in a table. How can I make sure that the week in a cascading parameter is defaulted to the previous week. Lets say that we are in week 41, I want to default the parameter to 40, yet there is data in our table up to the current week, which is 41.

Based on my knowledge, I can't simply say select the maximum week, so how do I do this?
