Margin and padding ignored generating DOC

In my report margin and padding settings (e.g. for cells and labels) are ignored, when viewing the report as DOC. In HTML and PDF the settings are displayed correctly. Is this a known issue, are there any workarounds?
I am using Eclipse BIRT Designer Version 2.6.0.v20100531 and Word 2003 (but I noticed the same in Word 2010)

Ignored in what way? Can you post the files or some screenshots?

It is likely the doc format does not allow the same placement as html or PDF (like padding has no meaning in XLS so it is always lost).
