Highlighting Rule for Two Conditions

I have two conditions that need to both be true in order to apply a highlighting rule. Is there a way I can create a highlighting rule similar to using the AND operator for two conditions?

You could do something like:

(Condition 1 && Condition 2) Is True
(expression) Operator

as a single highlight rule.
