XML 4C Panic Error: Workflow Builder

I am unable to start the Workflow Builder. The moment I launch the Workflow Builder I get the following Error Message "XML 4C panic error" with Error Dialog Box titled "Could not load a Local Code Page transcoder".

Can any one help me in solving the error ?

This error appears if the regional settings are not set to English. This may not be the case even on a English OS. The solution is to go to Settings->Control Panel->Regional options in Windows and change the setting in "Your Locale" drop down list to English .
