RAD 7.0 and BIRT 2.3.2 integration issue

Hi:
I am trying to integrate IBM RAD 7.0 eclipse with BIRT 2.3.2.
By default, the RAD 7.0 comes with BIRT 2.1.2 and I am trying to upgrade it to 2.3.2. Using the update site is not an option due to firewall issues.
So, I tried to remove the features and plugins that are relevant to 2.1.2 and added the files that are part of 2.3.2.
Doing that results in this error in spite of not seeing any 2.1.2 files as well as starting eclipse with the -clean option:
