Hey Prof.
I know this answer sucks, but "it depends." I'm looking at my current company's original contract (dated 2001) and there's a "Bundled Licenses" section at the bottom of the "menu" where you can buy a "25 Power User Seat Pack" for $42.5K, or a "50 Power User Seat Pack" for $80K, and so on. We bought some Power users, some Author Seats and some FrontOffice user licenses
on top of
the TeamSite licenses and OpenDeploy licenses.
Like I said, that just depends on your individual contract, and you should probably talk to your sales rep to get specific info for your corporation.

I also have some questions / hints re licences.
Did you know that it is possible to resell various TS licences (e.g OD licences, Power_users etc)? As long as the seller is authorised by IW, they can sell these licences on. For example, I know of 1 TeamSited multi-national based in Europe selling IW licences for a fraction of the cost (they've got Teamsite 5.5.1, 4 CPU one backing store, High Availability Server 5.5.1, 4 CPU 2 units,Power User Client Seat 180 units,
Author Client Seat 100 units). We're checking the paperwork to make sure they're legit, but they seem to be.
I have a question to ask too: If you only have 1 TS licence and you need to upgrade from TS5.0 --> 5.5, do you really need to purchase another TS licence just to do the data conversion (which requires 2 servers) even if you have no intention of using a 2nd TS installation? That's really naughty if it's so.

I was told by Interwoven that you do not need licenses for temporary servers utilized only during upgrades/patches, but you might want to get this from them in writing.

TVaughn is correct. Iit depends on when you bought your software. We do not bundle user licenses with products now, but we have in the past. You'd need to check your sales agreement to see if any licenses were bundles with your server(s).

You do not need to purchase an additional TeamSite server license for the machine that you use (temporarily) to do your backing store conversion.
