HTML character entities not displaying correctly

We are in the process of upgrading from BIRT 2.2 to 2.6.1. Our reports are generated in both HTML and PDF formats. The PDF renderings seem to be working correctly. However, the HTML renderings are adding a Latin capital "A" with a circumflex before any special HTML character entities such as copyright symbol or non-breaking space. These HTML reports all rendered correctly under the Version 2.2 engine.
This occurs with both Text and Dynamic Text elements with the content-type set to HTML.
This seems like I am missing some type of configuration, but my web searches have not yeilded anything helpful so far. I did find some information concerning this issue being related to a conversion from UTF-8 character set to ISO-8859-1 character set.
Does anyone have an idea of what I might be missing?

Does this happen when you create a new report? Or only in your upgraded reports?

Yes, this does happen with a new report. I will attach the very simple report that I created this morning to test this. Here is the result that I received:

Thanks for looking into this; I hope that this helps. The first trademark symbol (after the word "Test") and the copyright symbol were created using the Windows character map. The second trademark symbol was created using the HTML character entity. I have also seen this behavior with HTML non-breaking spaces, so I assume that it will occur with any HTML character entity.
