header is not repeated

Hi,
I have a question regarding repeating the header in all the pages. This functionality is working fine in only some cases. For example look at the attachment. The attachment contains a snapshot of the BRD editor screen's left most part with numbers. If my reports layout header's length is more than 3 or 4, its not repeating. If i keep the length less than 3, its getting repeated in all the pages. Please help me resolve this issue.

How large are the rows after the Header?
A 4 inch header is very large, if it cannot fit the next row under it, the report is probably skipping the header.

The header is 4 inch and the detail is 1 inch. The header and details are printing fine on first page.

I changed the attached document from .docx to .doc.
