Knowing the date format based on language/country

Hi,
We are using BIRT 2.3.2 on MAXIMO 7.1.1.6, Oracle database. A report bar graph was created and we give a parameter as either week or month to retreive data (grouping). The Y-Axis is giving the dates but it should come out as the date format of the language or country that it is ran against. The date could either be dd-MM-yyyy or MM/DD/YYYY or YYYY-MM-DD, etc. The problem that i have is that my row that contains the date is a STRING. With that string i do other validation, so it needs to stay that way. Is there a way that can know the date format based on the country or other "variable" and that it can be changed on the graph ?
