I might just be clueless, but in thinking about how best to organize BIRT projects, we thought that shared libraries containing common connections and styles should belong in their own project, and then referenced via the "Project References", similar to the way we manage Java code.
However, when we do it this way for BIRT libraries, it doesn't seem to recognize the common library in the other project.
What is the right way to do this without having all reports, libraries, and associated resources within one megalithic, single project?

You only need to set your resources option for your workspace to point to the project containing your BIRT library. Its under Windows/Options/Report Design/Resources.
