Mouse over values

Hi,

We have rating in the Y axis, which can vary from 0-3000.When a user have 3000 rating in the Y axis, units split int 10 units(300,600,900,....2700,3000).When another user has rating as 2,the bar appears very small in 0-300 scale.In such case,when we mouse over the small bar,it appears as '0' instead of 2(All small value bars mouse over appears as 0).Is there any solution for this issue????
