Generating BIRT report from a properties file.

Hi,
Is it possible to generate a complete BIRT report file (.rptdesign) based on information defined in a properties file using the RE API? In this case, the properties file will define the elements of the report such as, html elements and images involved to present the report.

I would appreciate any helpful information, if possible with small example code.
