Workflow Builder 5.5.2

I have seen older posts regarding Workflow builders ability to only function on port 80; however, it appears that this was fixed in 5.x versions. I am getting a "Server Component of WFB not installed when I try to Login with the client application via port 81. I have run the command line from the earlier post to verify that the server component is indeed installed. Any thoughts as to why I might be getting this indication and not connecting?
