in my project the report files were stored in the DB(BLOB).
for testing purposes i just call my report like this:
localhost:8080/test/frameset?__report=HTTP://127.0.0.1/Birt/reports/test.rptdesign&__format=html

and it works, but now am looking for how does Birt handle reports as BLOB files.

One way to handle report blob would be to download that blob and save it to a temporary location as rptdesign or even convert it to a stream and use report engine to read that stream and render the report output.
