Insert a fixed table on the bottom of page

First of all, sorry for my poor english


I have a problem,for triying to maintain a fixed table in report
I want to insert a table at the bottom of master page. This table is below of another table which is dynamic (can contain 2 or 20 rows). The fixed table must be always at the bottom of page, even the dynamic table which is above of fixed table.
Please give me a hint to solve that problem

What data is in the fixed table? Just static data or is it unique to each page of the report? Is your dynamic table grouped? Is this why there are anywhere from 2 to 20 rows on a given page?
