Hi, 
 
I have a web application that includes / is integrated with the BIRT reporting framework. It is deployed on WebSphere and the was.policy file current allows for all permissions. 
 
There will have been modifications made to the config.ini file (see <a class='bbc_url' href='http://www.birt-exchange.org/org/forum/index.php/topic/20613-birt-26-and-ibm-websphere-can-not-startup-the-osgi-framework/page__p__68926__fromsearch__1&#entry68926'>this post</a> for details as to why) and, should this have any relevance, my web application's jars are signed, while the BIRT/Eclipse ones are not. 
 
BIRT is now failing to statup intermittently with the following error:

One thing to note is that I am not the one experiencing the issue, I am now attempting to support our application and someone has reported this issue.

This generally means a permission error. Are they starting the web app with different users?

Check the signature files on the deployed jars using jarsigner -verify. If they are not OK check the signature files on the jars before deployment in WebSphere. I have found WebSphere 7 deployment of some non trivial applications is invalidating some jar signatures. A work around is to copy over the pre-deployment jars whose signatures are ok.
