can somebody explain his functionality?

I haven't used it and I didn't find anything with a quick search, so I asked around. Nobody else had used it either, but there was one suggestion that it might not even be used in the open source version of BIRT. It accepts a XML input, that's about all that was known for sure. Hopefully someone else knows!
