If you are running iServer, you can use the following call:
reportContext.getAppContext().get("ServerUserName");

In anything else, it will be specific to that application and how it passes in users. For example, in Maximo, you can create a parameter, and pass the current user in from the application when you import the report and set up the parameters in the Report Administrator.
