The tag library is part of the WebViewerExample located in the runtime download. If you download the runtime and extract it, you can copy this directory to a app server. For example tomcat/webapps directory. You can then create the JSP page in the above links and paste them into the top level of the WebViewerExample directory. So the final path may look something like:

C:\apps\apache-tomcat-5.5.20\webapps\WebViewerExample\BirtCustomParameterPage.jsp

Then when you start tomcat access it like http://localhost:8080/WebViewerExample/BirtCustomParameterPage.jsp
