I think that it depends, are you planning API RunTime Engine ? 
 
Do you have installed BIRT on an application server, in this case you can just call an URL that call your report ... 
 
You can also call execution of a report with an Ant Task, take a look <a class='bbc_url' href='http://www.dailydev.org/p/birt-ant-task/reference'>here</a> . 
 
There are several ways to call a BIRT report, the best for you depends on your needs.
