Go get the oldest version of BIRT and the rptdocument will already be in uncompressed XML. Technically the current rptdocument is also in XML, but you can't read it.

Why do you want to do this? BIRT is for reporting. There are more efficient tools for dumping data from one unreadable (by a human) format to another.
