Report return no rows

This is custom Maximo report. I imported the report into Maximo and set the security to everyone.
I ran the report as myself and was able to get data but when it was run by someone else who is not maxadmin, no data is displayed.

The stored procedure used has read privileges for everyone and
everyone has run reports privileges for the wotrack applications which the report is run from.
I am not sure where else to look.

I had another custom report and there is no problem with this report.
