Templating visual format challenge

I need to achieve the following...
While using the visual format editor and if i want to give a link to some particular text I want the link to ask me if it needs to be a pop up or a normal link... and based on the content owners choice the .. link needs to either open as a new page or a pop up.

Hi, isn't it sufficient with the built in options you get with the standard Hyperlink button? There you can choose the target to be _self or _blank. If this is not it, please describe a bit more how it's supposed to work.
